I downloaded that from the Nero site - a free-to-try software, but I figured maybe it's worth buying if it works. I got the Platinum version. Well after I got that installed, I re-launched Nero CoverDesigner from within the Nero 2018 app. The upgrade had upgraded CoverDesigner to 2018, too. Under Options, on the LightScribe tab, it finally saw my drive.
